Dear Gretchen;
As per your request I am submitting my comments and a few early estimates which would impact the Town of Monson infrastructure if a casino resort were to be built in neighboring Palmer. I believe the infusion of jobs at the casino will require increased housing development in the area, creating more storm run-off and putting additional stress on our storm drain system, which is already inadequate to handle certain storm events. Vehicles commuting to and from the casino via route 32 will put additional stress on our existing roads, shortening the life cycle of the pavement. Traffic studies may be required to determine the need of traffic signals on Main Street. Additional staffing would be required to provide increased road maintenance and services in all seasons of the year. More demand for services will dictate increased
replacement of capital equipment in the department. The following are estimates only of our needs in the near future if we are affected by a casino in the area.
1. Main St. - Replacement of existing storm drain systems, resurfacing, and engineering - estimate 1.9 million.
2. Traffic, signals - Possibly - 2 at $100,000. each = $200,000.
3. Staffing - 3 personnel at $50,000. each = $150,000. per year
4. Capital Equipment Replacement budget = $150,000. per year.
